Climate change affects indigenous peoples most: scholar

Taitung, March 11 (CNA) Indigenous peoples worldwide contribute little to global warming but suffer the most from its impact, a local professor said Thursday at an international indigenous conference in Taiwan.

“Most indigenous peoples around the world are not the major source of air pollution, energy overuse or carbon dioxide emissions,” said Jolan Hsieh, an associate professor at the College of Indigenous Studies of Taiwan’s National Dong Hwa University.

“However, who sustains the most damage of all when natural disasters occur? Seems like it’s obviously the indigenous people, ” she said at the World Indigenous Television Broadcasting Conference (WITBC) in southeastern Taiwan’s Taitung County, which has a large indigenous population.

Hsieh, a member of Taiwan’s Siraya Tribe, urged indigenous peoples to contribute their traditional wisdom to help save the planet.

During her presentation, she also displayed some Web sites as examples of how indigenous people can make their voices heard via the Internet.

Indigenous villages in southern Taiwan were hard hit by floods during Typhoon Morakot last August.

Etan Pavavalung, a member of Taiwan’s Paiwan Tribe, said at the conference that his tribe had to relocate after the typhoon.

“Many of my tribe’s elders blamed the disaster on the government’s wrong policies on mountain protection and land development,” he said.

Masao Aki, director of Taiwan Indigenous Television (TITV), said that when the Morakot disaster occurred, TITV immediately decided to suspend some of its programs and to focus instead on the typhoon damage.

In addition to providing updated news reports, TITV set up a call-in service to help local indigenous people find their missing family members, he added.

The TV channel also worked with citizen journalists to report on the devastation and post updates on social networks such as Facebook and Twitter, Masao said.

TITV’s video footage from the disaster areas was shared with Taiwan’s mainstream media outlets and foreign news media, including BBC, CNN and NHK, he noted.

“We have therefore created a standard operating procedure (SOP) for future disaster reporting,” Masao said.

At the session, Phillip Kabua, the Marshall Islands’ ambassador to Taiwan, highlighted the urgency of the climate change crisis.

“Time is running out and the clock is ticking away fast,” he told the audience.

At the end of the session, Lulama Mokhobo, an executive of South Africa’s Public Broadcasting Services (SABC) who moderated the session, asked all the participants to stand and observe a minute of silence for those who suffered as a result of climate change.

The conference was co-hosted by TITV and Public Television Services, both under Taiwan’s public broadcasting group Taiwan Broadcasting System.

TITV took over the chairmanship of the nine-member World Indigenous Television Broadcasters Network (WITBN) this year and will hold it until 2012. (By Alex Jiang)

Norwegian media executive aims for indigenous TV channel

Taitung, eastern Taiwan, March 11 (CNA) A radio and TV executive from Norway said in southeastern Taiwan Wednesday that he wants to follow Taiwan in establishing a TV channel that speaks for his own indigenous tribe.

“You have Taiwan Indigenous Television (TITV). We do not have our own Sami television channel yet, ” Nils Johan Heatta, director of the Norwegian Broadcasting Corporation’s (NRK’s) Sami Radio, told CNA Wednesday on the sidelines of the World Indigenous Television Broadcasting Conference (WITBC) being held in Taitung County.

Heatta is scheduled to take over the chairmanship of the WITBC — a global media network, in 2012.

“One of my dreams is to be able to launch a TV channel for the Sami people,” Heatta added.

Norway has a Sami population of 40,000. Other regions with significant Sami populations include Sweden, Finland and Russia.

Heatta also noted that a Norwegian policy has unexpectedly raised the Sami people’s awareness of their own identity at a time when the government is working to assimilate the tribe.

“There has been a very strong assimilation policy from the governments in Sweden, Norway and Finland to assimilate the Sami, ” Heatta said, adding that “it was forbidden to speak the Sami language at school in these countries up until 1958.”

Although Sami Radio, which is part of the Norwegian government-owned NRK, started broadcasting in 1946, it was part of the Norwegian government’s efforts to bring Norwegian news and Norwegian society to the Sami, who did not understand Norwegian, he noted.

“But the effect was the opposite to the one desired,” he went on.

“The Sami people suddenly could hear their own language on the radio and it told them that yes, our language is usable and useful in media, ” Heatta said.

As a result, young Sami people started a “cultural uprising” to fight for their identity, he said.

Heatta said he was impressed by the organizers of the conference in Taiwan, the second of its kind — Norway will host the next conference in 2012.

He was among dozens of senior executives of the nine members of the World Indigenous Television Broadcasters Network (WITBN) attending the biennial conference hosted by TITV and Public Television Services (PTS).

TITV, which is under Taiwan’s public broadcasting group Taiwan Broadcasting System (TBS) with PTS, was established Dec. 1, 2004 after activists spent years of effort on its creation.

As a WITBN member, TITV has been working with indigenous media organizations in Australia, Canada, Ireland, New Zealand, Norway, Scotland, South Africa and Wales on news, staff and program exchanges over the past two years. (By Alex Jiang)

Students need to learn quick, efficient reading: British professor

Taipei, March 11 (CNA) Professor Cyril Weir of the University of Bedfordshire in the United Kingdom said that in order to enhance English language ability, university students should learn to read quickly and efficiently.

The language professor, one of the architects of Taiwan’s General English Proficiency Test (GEPT), recently discussed with Central News Agency reporters the development and characteristics of the 10-year-old GEPT and its significance in helping Taiwanese students learning English.

“One of the problems for students to go to British universities — all overseas students — is that they have not been trained to read quickly and efficiently,” said the British professor.

The author of “Understanding and Developing Language Tests” and “Examining Reading: Research and practice in assessing second language reading, ” has given workshops and worked as a consultant on language testing, evaluation and curriculum renewal in over 50 countries. His first assignment in Taiwan was in 2002 when he helped the Language Training and Testing Center (ITTC) design advanced and superior tests.

“We have moved to a real-life approach in language testing, ” the professor said, pointing out that language, once viewed as an “academic subject,” is now a “means of communication.”

One of the major characteristics of the GEPT is looking at the way people perceive language in real life, he added.

The GEPT, as a new exam, has the advantage of being receptive to modern developments, and new ideas can benefit students’ lives and study, Weir elaborated.

Referring to the worldwide issue of whether one should take international rather than national tests, the professor said “if it’s an international exam, it becomes a blender. Students have the problem of cultural interferences if the test is taken in many countries and it may be biased against people in certain countries.”

Although the national GEPT was initiated for internal use, it meets international standards of quality, Weir said.

“I think the benefit is that it has a very clear idea of whom it is aimed at, ” he said.

The GEPT has survived and prospered because Taiwan has the capability to set up and manage the system, he said.

The GEPT has benefited greatly also from the systematic nature of its approach, and the Taiwan staff is very well trained in language ability and other aspects, such as psychometrics, he noted.

The British professor suggested that the skills of the Taiwan GEPT staff in language assessment are comparable to those in many countries and even to those at Cambridge.

For long-term development, the professor stressed the importance of stability and innovation. Stability is important to maintain reliability in the tests, but “innovation linked to improvement is just as vital if the examination is to keep up with developments and insights available from research in the field,” he added.

However, he thinks that technologies “are benefits, and a great danger” as well. For example, computerized language assessment “is a very indirect way of assessing, and is potentially dangerous, ” he said.

“While computers can check spelling, punctuation, and grammar in writing, they cannot assess content and organization,” he added. (by Lillian Lin) Enditem/ pc

Le pain taiwanais récompensé à Paris

Wu Pao-chun, un chef pâtissier taiwanais, a remporté hier, dans la catégorie « pains », la « Master Baker Competition », un nouveau concours international de boulangerie qui se déroulait dans le cadre du salon Europain à Paris, du 6 au 10 mars.

Au total, 24 candidats issus de 17 pays ont concouru, répartis dans trois catégories distinctes, « viennoiseries », « pièce artistique » et « pains ». Dans cette dernière, le chef taiwanais était en compétition avec sept autres boulangers.

Les notes obtenues et la qualité de ses prestations lors de la Coupe Louis Lesaffre de 2007 et de la Coupe du monde de boulangerie en 2008, avaient permis à Wu Pao-chun d’être qualifié d’office pour participer à la première édition du « Master Baker ».

Wu Pao-chun a réalisé différents types de pains et de baguettes au cours des huit heures de compétition, dont un pain typique taiwanais parfumé au vin de millet, de litchis séchés et aux pétales de roses.

Le chef était accompagné par Huang Min-chung, son sponsor et propriétaire de la boulangerie Hogan à Taipei. Ce dernier peut se réjouir de cette récompense qui contribue à renforcer l’attrait de la boulangerie hexagonale dans l’île.

La ministre de la Justice s’oppose à toute exécution capitale

La ministre de la Justice Wang Ching-feng a de nouveau clairement pris position hier pour un moratoire sur les exécutions et pour l’abolition de la peine capitale, allant en cela plus loin que son vice-ministre Huang Shih-ming, pressenti pour devenir le prochain procureur général et qui soutient l’idée d’un moratoire – mais après l’exécution des 44 condamnés à mort qui sont actuellement dans les prisons taiwanaises.

Fervente bouddhiste, Wang Ching-feng a réitéré qu’elle ne signerait aucune ordonnance d’exécution, et qu’elle préférerait démissionner plutôt que de se résigner à ordonner la mise à mort d’un être humain. En février dernier, elle avait avancé la date de 2011 pour un abandon de la peine de mort au profit d’une peine de prison à perpétuité.

Cette mise au point est intervenue à la suite des déclarations de Huang Shih-ming, choisi par le président de la République Ma Ying-jeou pour le poste de procureur général, devant le parlement qui l’auditionnait. Huang Shih-ming a déclaré soutenir la rédaction d’un amendement abolissant la peine de mort, mais estimé que les peines de mort déjà prononcées devraient être exécutées plutôt que d’être différées de manière indéfinie comme c’est le cas actuellement.

Aucune exécution n’est intervenue à Taiwan depuis le moratoire instauré il y a quatre ans par le prédécesseur de Wang Ching-feng, Morley Shih. Outre les 44 personnes dont la sentence a été confirmée, plus de 70 autres dossiers sont en appel.

Un accord de coopération universitaire signé avec l’Inde

Taiwan a signé hier avec l’Inde un accord visant à renforcer la coopération entre les deux pays dans le domaine de l’éducation, et qui ouvre la voie à une reconnaissance mutuelle des diplômes universitaires et des certificats professionnels.

C’est Chang Chia-yi, la présidente de la Fondation pour la coopération universitaire internationale de Taiwan (FICHET), qui a, au nom de Taipei, paraphé l’accord, New Delhi étant représenté par Beena Shah, la secrétaire générale de l’Association des universités indiennes (AIU), a fait savoir le ministère de l’Education. Les deux parties ont en outre convenu de collaborer dans les domaines de la recherche et des technologies, ainsi que des échanges de professeurs et de personnels administratifs.

Il s’agit du cinquième accord de ce type signé par la FICHET, les précédents l’ayant été avec le Service d’échange autrichien, le Consortium des universités d’Osaka, au Japon, le Système universitaire de l’Etat de Floride, et celui de l’Etat du Texas, aux Etats-Unis.

Cet accord revêt une importance particulière à l’heure où de plus en plus d’Indiens viennent poursuivre des études à Taiwan, au niveau doctoral dans 80% des cas, a souligné l’AIU. Au cours de son séjour dans l’île, la délégation indienne, formée du président de l’AIU, M.D. Tiwari, de son vice-président, P.T. Chande, de Beena Shah et de Y.P. Kumar, un conseiller de l’organisation, a également visité le Parc scientifique et technologique de Hsinchu, ainsi que plusieurs universités.

7 élections en une, est-ce trop ?

Le ministère de l’Intérieur a récemment proposé la tenue simultanée de 7 scrutins électoraux à partir de l’année 2014. Dans la proposition gouvernementale, les élections des maires des municipalités spéciales, des assemblées municipales, des chefs de district, des assemblées districtales, des maires de villes moyennes ainsi que des chefs de village et de canton se tiendraient en une seule fois.

Jiang Yi-huah, le ministre de l’Intérieur, a justifié la proposition par un souci d’économie des deniers publics, précisant que l’action du gouvernement ne serait plus gênée par le fait que chaque année est une année électorale à Taiwan. La réforme nécessitera un amendement à la Loi sur les collectivités locales et la commission centrale des Elections aura le dernier mot dans le processus de décision. La réforme est soutenue par le chef de l’Etat, Ma Ying-jeou, a-t-on indiqué au ministère.

Les réactions ne se sont toutefois pas fait attendre au sein du Kuomintang (KMT), le parti du président de la République, comme dans l’opposition, au Parti démocrate-progressiste (DPP). Pour Ho Tsai-feng, vice-secrétaire général du KMT, la réforme est nécessaire, même si, pour Lin Hung-chih, le secrétaire général du groupe parlementaire du KMT, il faut veiller à bien choisir la date des élections combinées.

Pour Kuan Bi-ling, députée du DPP, la réforme n’a pas lieu d’être et il n’est pas envisageable de ralentir le rythme des consultations électorales dans une démocratie. Selon la députée, la réforme ne fait que refléter la peur du KMT des élections. Le point de vue de Huang Wei-cher, député du même camp qui siège à la commission parlementaire des finances, est plus nuancé : il ne se déclare pas opposé au principe de la réforme même s’il souligne la nécessité d’en observer soigneusement la mise en œuvre. Pour Tsai Chi-chang, député du DPP, il est regrettable que le KMT donne l’impression à l’opinion publique qu’il y a trop d’élections alors que toutes les élections législatives partielles qui se sont tenues récemment l’ont été pour renouveler le siège de députés corrompus du KMT.

La proposition de réforme intervient alors que Yaung Chih-liang, le ministre de la Santé, vient de donner sa démission, refusée par Wu Den-yih, le Premier ministre, ainsi que Ma Ying-jeou. Yaung Chih-liang a invoqué la trop grande fréquence des scrutins électoraux qui empêche le gouvernement d’adopter des mesures impopulaires mais nécessaires. Le ministre démissionnaire faisait surtout référence à sa réforme du système d’assurance santé, tout juste refusée par le Premier ministre. En décembre 2010 auront lieu les élections pour les municipalités spéciales tandis que les élections locales pour les chefs et les assemblées de districts viennent d’avoir lieu, en décembre dernier.
